See /usr/share/doc/webmin/README.Debian You need to go to
https://localhost:10000/ until you get access control set up the way you
want it.

The warning about the certificate is harmless and a consequence of the
certificate created for you being self-signed.  If it really bothers you,
get a real one from i.e. verisign.
