HEY! The States ratified it--37-1-10. Only Utah (with 0.4% of
population) objected. States containing 99.6% of the people either
affirmed or accepted the amendment.
AL, FL, MS, SC, GA, VA, MD, KY, DE and RI are the abstaining states.
They make an interesting set.
