Is your screen an LCD or CRT? If CRT, most Dell monitors made in the past 5 years, have a Deguass mode. That is all you need to do. Also, if you have any speakers or magnetic clips or electric motors (say a 10-key or calculator) next to your monitor, they are notorious for causing these kinds of things.
