It reports UTC when run as 'tmac', and CEST when run as 'root':

As root:
tmac:/home/tmac# date
Thu Apr 27 19:50:37 CEST 2006

As tmac:
[EMAIL PROTECTED] ~$ date
Thu Apr 27 17:50:49 UTC 2006
