This is so that the lilo.conf doesn't need to be changed. The lilo bootloader doesn't know anything about filesystems. And it doesn't care about filenames. When you run lilo it saves raw disk block numbers for where the kernel and its initrd is stored on disk. Since there is no trivial way to ensure these blocknumbers don't change when you install a new kernel you have to rerun lilo.
