I was on the verge of giving up and going back to Testing, but decided to have one more go. I reinstalled everything and reconfigured xserver-xorg.
No luck. At first it said that SecurityPolicy wasn't available. It was nowhere on the system so I copied it from another computer and put it in /etc/X11/xserver/SecurityPolicy. That fixed that problem but I still get a message saying: "FreefontPath: FPE "usr/share/fonts/X11/misc" refcount is 2, should be 1; fixing" As this is the only thing that appears to be wrong (/var/log/Xorg.0.log shows nothing), I presume that is what is stopping X from starting. Has anyone any clue about this?
