As a project, yes. As an utility, sort of. HPIJS works without the HPLIP system in reduced capabilities mode, but it is still part of the HPLIP project. And it has nothing to do with the scan path. The hpaio sane backend is fully contained in the not-hpijs part of hplip ;-) The HP PSC1402 is listed as supported on HPLIP.
