Doesn't "dpkg-reconfigure fontconfig" also need root access to run?

I did it as root w/o thinking.. since this is not a multi-user machine.. Maybe it would be nice if whatever it does is done as root the result would be a system-wide reconfig .. on the contrary if you do it under your own id only your personal font environment is affected..? No idea..
