You would need to add the correct lines to /etc/apt/sources.list
*and* pin your system to the stable release (man apt_preferences).
Anyway, apt-cache does not honour -t, so you need
packages.debian.org, which is at pdo.debian.net at the moment.

Although if you have the correct lines in /etc.apt/sources.list for testing apt-cache policy <package-name> should show you what versions are currently available for install, together with the version already installed, if any.
