I've had an off-list email suggesting that the problem is due to a bug in zeroconf, and that purging zeroconf will solve it. (See http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=349340) I've not had chance to try this yet but I'm guessing it should work, especially since I'd already noticed zeroconf running when I looked at what processes were running during these pauses in activity.
