No, udev does NOT handle that, unless you have some magical way of loading
udev from a non-existent device node so that you can get the device node
created so that you can load udev from it.

Minor chicken-and-egg problem there, huh?  Believe it when I tell you that
your machine needs more than just /dev/console in order to boot.

I don't know... why did you?  You were the one recommending deleting the
old /dev.
