is dhcp turned on at the router? does it work with a static ip?


Yes, it works when WEP security is off with this laptop, and
continuously with all the other Linux boxes that are wired (3 or four of
them generally) and also with a windoze laptop via wifi using the WEP --
oh yes also a Mac laptop connects via wireless with no problem.  Only
the Debian laptop cannot connect and that only when WEP is enabled, so I
am pretty sure I set it up wrong.
