I hadn't seen this mentioned yet, but you can try apt-get clean :
proto:~# df -h /
Filesystem Size Used Avail Use% Mounted on
/dev/hda5 19G 18G 597M 97% /
proto:~# apt-get clean
proto:~# df -h /
Filesystem Size Used Avail Use% Mounted on
/dev/hda5 19G 17G 1.4G 93% /
