When I do $ locale, all values for the variables are "POSIX", which I
take to mean that I've not suceeded in configuring locale.

However, my /etc/locale.gen file shows the two locales I originally
intended to generate: 

        en_US.UTF-8 UTF-8
        en_US ISO-8859-1

When I do # dpkg-reconfigure locale, although the reconfiguration ends
with a message indicating success, and despite the presence of the two
values in the /etc/locale.gen file, I still get:

        $ locale
        LANG=POSIX
        LC_CTYPE="POSIX"
        ...
        LC_IDENTIFICATION="POSIX"
        LC_ALL=
