Alright, I have searched through and through the mailing lists and cannot find why lyx, k3b and opera are not in testing.
It seems like this transition away from kdelibs4 to kdelibs4c2 was done about two months ago. So what I am wondering is if lyx and k3b are gone from etch for good or if this is one of those things that's gonna get fixed Any Day Now...
