You need a project, that you'll tenaciously work on until you complete it. In the process, you'll encounter various problems. Learning how to solve those problems will improve your understanding of Linux and/or a programming/scripting language.
When you encounter these problems, first use Google and online documentation to try to solve them. If that doesn't work, post well-thought-out questions to mailing lists, and people will probably help you as long as you're polite.
