Afaik knoppix is the first bootable CD distribution. So, when it was started, they took a stable base (debian) to work from to create what was an experiment - could it be done? how would it work? Precicely because debian is the stable base, it wouldn't have made sense to try and do the experiment within debian itself. Now, of course, the original purpose for knoppix has been shown to be very useful, the technology very effective, it would make sense to fold it into debian. Although I think the knoppix people have their own agenda and opinions on how things should be done which run contrary to debian.
