Qemu seems like the best bet, http://fabrice.bellard.free.fr/qemu/ But if you are going to go that route you might what to check out Damn Small Linux, http://www.damnsmalllinux.org/ Which is designed to run from 50 MB business card sized CDs or USB memory sticks either as a bootable session (if the hardware supports it) or from a qemu session (if you must), and so will provide a more responsive user experience.
