You became root by a simple "su"?  So your root-user isn't allowed to
connect to your X-Server.  That's not an debconf problem, but a general
one.  Try to run any other x application (e.g. xcalc) and won't run,
too.

Use "sux" (that't an extra package) instead, or configure sudo to allow
your user to run dpkg-reconfigure, and everything should be fine.
