Hello Robert. I have experienced the same problems you posted a few ago.
I solved it setting the netmask in the allow rule (miniserv.conf) like this:
allow=192.168.0.0/255.255.255.0
insted of
allow=192.168.0.0/24
After that, restart webmin and try...
