You can find the developer resources on the Developer's Corner[1].  Read
the New Maintainer's Guide first[2].  When debianizing your package, I
highly recommend you make use of debhelper(7) in your maintainer
scripts.  Also, if you will be doing *any* patching to upstream sources,
dpatch(1) is wonderful.  You'll also want to read through the
Developer's Reference[3] and the Debian Policy Manual[4].

As much as I enjoy reading information on-line, there is something about
having a hard copy in my grubby little hands.  There are PDF versions of
each of the above mentioned packages.  The documents look very nice
printed out duplex.  Either three hole punch them and put them in metal
fastener report covers or take them to your local print shop and have
them spiral bind them for a couple bucks each.  Just my thought.

As you are reading through the manuals, debian-devel and debian-mentors
can be helpful lists.
