i uncommented the CONSOLE_LOG_LEVEL and leaved it to 0, here's what i got...
# /etc/init.d/syslog-ng start
klogctl: Invalid argument
KERNEL_RINGBUF_SIZE is of unaccepted value.
Starting system logging: syslog-ng start failed.
now appears another error, is this syslog-ng.conf related???

These two values are checked from the syslog-ng script.
CONSOLE_LOG_LEVEL is expected to be 0-7 or not set at all
I run unstable, and it ignores the KERNEL_RINGBUF_SIZE. However, they
might be set in /etc/default/syslog-ng. You can check and try to comment
them out if they are set.
