Did you remember to `/etc/pnm2ppa.conf` since the Debian package pnm2ppa has a bug where it doesn't install a default conf which kills CUPS? Alternatively, you can go to /usr/doc/pnm2ppa/ to get other prewritten confs. I wrote a little howto on setting up CUPS that has worked great for me and a few others.
