I've got Debian Sarge, kernel 2.6.8, an APC back-ups 350 and no problems at all. As for the hotplug package: it's installed on my system: ~# dpkg -l | grep hotplug ii hotplug 0.0.20040329-2 Linux Hotplug Scripts ... but I can't find it in the list of startup-scripts. My default runlevel is 2 (line in inittab: 'id:2:initdefault:'). Looking in /etc/rcS.d: ... lrwxrwxrwx 1 root root 17 Jul 12 2004 S40hotplug -> ../init.d/hotplug lrwxrwxrwx 1 root root 21 Apr 4 08:06 S41hotplug-net -> ../init.d/hotplug-net ... Looking in /etc/rc2.d: ... lrwxrwxrwx 1 root root 17 Feb 24 23:27 S13apcupsd ->../init.d/apcupsd ...
