Since the present government of Nigeria is determine to pay every foreign contractor all debts owed so as to maintain good relationship with foreign and non-government financial agencies, we have decided to include our bill for approval with the cooperation of some officers from the Federal Ministry of Finance (FMF) and the Central Bank of Nigeria (CBN). We are seeking your assistance in providing a good company's account or any other offshore bank account into which we can remit this money by acting as our main partner and trustee or acting as the original contractor. This we can do by swapping the account and changing the beneficiary and other forms of documentation upon application for claim to reflect the payment and approval to be secured on behalf of your company. This process being an internal arrangement with the Department concern, I have the authority of my partners involved to propose that should you be willing to assist us in the transaction, your share of the sum will be 30% of the US$25 Million, 65% for us and 5% for taxation and miscellaneous expenses. The business itself is 100% safe. On your part you should treat it with utmost secrecy and confidentiality.
