As Henrique says, it's up to the maintainer, and Debian maintainers will often be in fairly close contact with upstream maintainers (particularly in the case of GNU packages, many of which form quite core parts of the distribution). It's not unusual for the Debian maintainer to compromise by carefully backporting necessary patches from alpha releases to the previous stable release, especially if a release of Debian is coming up and a whole new version would be too risky a change. > I'd really like to have a newer version of fileutils in Debian (so I > could apply the patches to support ACLs on Linux), but that package is > stuck at 4.1.
