Hi, LAME (Lame Ain't an MP3 Encoder) is the best encoder for all OSes. It's packaged for sid, I think in the non-US section because of Fraunhofer patent. If you're looking for an open source solution, Ogg Vorbis is made for you (royalty free, better quality for smaller size, etc).
