I am not sure if this is the right group for this post, if not please tell me.
I am looking at setting up several firewall servers (for different networks) that will act as proxies and email servers. I like the ethos behind debian, and as such would like to go down this path. I have used linux in the past but in more recent years have been using MS packages. What I would like to do is have packages able to be implemented and executed at console level, but administered (modified and viewed) through X or remotely through web administration. I have several of these to do asap, so am prepared to put in whatever time necessary to learn them, but need to know what are the best options to consider to kick me in the right direction.

This would be for following requirements
1) Firewall settings and hits, logs etc
2) If possible would like to be able to restrict access to web sites and ports on a user/group basis.
3) Proxy settings and viewing cache hits and contents etc
4) Email server (prefer pop/smtp), adding/editing/removing users and groups etc

I would like something that can eventually work in tables, if I start using stable debian potato then change to stable woody once released
Also they will be implemented on modem link and/or ADSL.
Most client machines will be windows platform. for now anyway ;-).
One of the setups has a 2000 terminal server for 95% or users work. (This includes use of Outlook 2000 email). As such all users obviously will have the same IP address for web browsing and email etc. Hence requirement 2 above.

I expect it is a tall order finding packages that will do all of the above, but any guidance will be appreciated, including what is coming up in Woody.
