I'm not sure that this is a good idea; ECN is a standard people should
be using, then complaining to the owners broken hardware about.
Anyhow, if you actually need to disable it temporarily, you can make
use of the sysctl interface thusly:

echo 0 > /proc/sys/net/ipv4/tcp_ecn
