you probably need to do something like

root# mv rp8_linux20_libc6_i386_cs2_rpm rp8_linux20_libc6_i386_cs2.rpm
        note the *.rpm extension

root#  rpm -ivh --test --force --nodeps rp8_linux20_libc6_i386_cs2.rpm

        - when you are ready to install ... remove --test

        - you need to tell it dont bother looking for the rpm db
