If objective is to install RH as chroot and if you do not mind
rebooting, it is simple  :)

Install RH in unused partition(s) as a normal multiboot system.

Boot into Debian.  
login root
Mount RH to /target-dir
Disable unused daemons
chroot /target-dir

Simple :)  This was classic method before debootstrap for Debian.
