I had a problem with the same thing. Trying the auto-install method kept crapping out after downloading that whole thing, and then it would have to be downloaded again. So I also used wget to download it. what I found that worked for installing it was to start mozilla and choose "open file" and open the xpi file that way. I ran mozilla as root, so it would be installed in the mozilla application directory. If you run it as user I imagine it might still work, and install to your ~/.mozilla, but maybe not. You can probably just do this as root: mozilla /path/to/jre131_02.xpi -CraigW "You stole fizzy lifting drinks!
