You are right, but that doesn't account for people sending their requests to the list itself. I had some difficulty re-subscribing my adddress after it was booted due to system downtime. (my mail handlers were down for almost a week) At first I was able to resubscribe, then I would be promptly unsubscribed! I eventually used a different address to subscribe, and stopped that problem, though I expect it would have gone away over time. In addition, sometimes I never got the confirmation mail, or it would take hours to receive it.
