I've been seeing the same problem. I noticed that scrollkeeper and a half- dozen or so gnome programs were kept back in recent 'apt-get upgrade's. So, I tried 'apt-get install scrollkeeper' just to see what would happen. It installed, bringing along docbook-xml, sgml-base, and sgml-data. It then spit out several dozen lines about Registering, Updating, and Unregistering a bunch of /usr/share/omf/gnome-applets/*.omf files, complaining about syntax problems in a few of the files. When the dust all settled, gnome-utils and the other kept back programs all installed. If I had to guess, there are probably some screwed-up entries somewhere in the gnome help files, but I can live with that.
