Probably wouldn't work, given that /etc/skel/.bash_profile contains the line umask 022 on a default Debian install. Most likely, all the users were created with that setting, so /etc/profile wouldn't do any good. Side question: Why does the default Debian configuration give every user their own group, then give them a default .bash_profile that sets umask to 022?
