FWIW, /etc/init.d/bootmisc does clean /tmp on each boot. I was about to paste it here when I realized it's actually a not entirely trivial ~30 lines. I remember an irate poster a while back coming at the list with "what gives you the right to delete my data?!" after having stored a bunch of stuff in /tmp and losing it across a reboot.
