Well I'm not Lucas, but I can unfortunately give some more info as I am
having the same problem.
Woody (I386) install on a Toshiba Tecra 730XCDT, 48MB ram, 5G HD, clean
install, Internal CD, External floppy, 3com Etherlink III PCMCIA 10BT
network card.
Latest distributed boot floopies 3.0.21 idepci flavor from
/debian/dists/woody/main/disks-i386/3.0.21-2002-03-19/images-1.44/idepci
I have to use floppies as this computer doesn't seem to support booting
from CD.
I have tried using some unofficail CD images from 02/07/02 and also
downloading from the internet (http://http.debian.org/debian) and get the
same result, cannot download pppoeconf, try again and the install dies. I
also just tried using ftp, same error.
If I can just figure out that it is a bug and not user error I will be
happy to file a bug report (Well I'll be happy to try and figure out how)
If I can supply any more info just ask. I'm going to keep beating on it
for now.
Also everything says that I should see debug info on the fourth tty
alt-F4. I have nothing on this tty, just a blinking cursor, no
prompt. When I type I can see my characters echoed back but nothing else.
There is some info on tty-3, basically DHCP requests and the network coming
up and the failure of pppoeconf to download.
Am I missing something on tty-4 or is this to be expected.

The worst thing is that I don't even need PPPOEconf (at least that I know
of, I am on my internal network behind a smoothwall firewall).

Could you give us a little more information? Like how you are trying to
install
Debian Woody (CDs, Floppies, or other)? Are you selecting PPP Over Ethernet?
(Needed for some DSL connections, IIRC). Where you got the Media you are
trying to install with?
