If you do an apt-get (dist-)upgrade or similar, the packages will be downloaded to /var/cache/apt/archives. Then the installation uses the packages from that directory. However, before the packages are downloaded, apt first checks if the most recent package is not already downloaded. So if you install a package, uninstall it and reinstall it, it will take the local archive.
