This usually happens when ppp tries to talk to command-line on remote end: everything is echoed back as 7-bit ASCII characters. Are you sure you don't need to send something like "start ppp" to the remote? Install minicom, try connecting with it & note the exact sequence of commands needed to establish ppp link. Also, add "debug" to ppp command line to get more detailed messages. Adding "passive" or "silent" to ppp options may fix the problem.
