I am not quite sure about your issues and your network topology.

But I suspect you have problem with ipchain rules.

Are you using 2.2 kernel on gateway machine?

If so, you need to change "time parameters" in 
/etc/ipmasq/rules/??...  (I foregot it but one of the last five rules.)

ipchain rules has expire time thing.  read man page for it.
