It's far more straightforward (and much less risky) to add/remove files
or links from a directory than to go munging the contents of a file.

The Debian system is largely self-healing in the face of operator
intervention.  I'd suspect the SuSE config files are heavily labled as
to what format does or doesn't work.

If you're looking for configuring services, there's the 'update-rc.d'
utility, or you can manually adjust symlinks under /etc/rc?.d.

There's a long history of this debate in the SysV vs. BSD style init
scripts.
