It's a library implementing a compression algorithm (the same
one used by gzip).  It's used in images, document formats,
file archives (including *.debs), and all manner of things
where using fewer bytes matters (files, network data transfers,
other?).

Curiously, it has a unique package name for a library "zlib1g".
