That's the behavior you'll see if there is no ssh server listening on
port 22.  Are you sure it's installed?  I don't know that it is by
default.  If you installed from CD, it's entirely possible that you
don't have it.

Crypto stuff is currently kept in a separate archive from the rest of
Debian right now (this will change before too long).  Add 
deb http://non-us.debian.org /potato/non-US main contrib non-free

to /etc/apt/sources.list, do 'apt-get update && apt-get install ssh' and
you should be all set.
