That's the behavior you'll see if there is no ssh server listening on port 22. Are you sure it's installed? I don't know that it is by default. If you installed from CD, it's entirely possible that you don't have it. Crypto stuff is currently kept in a separate archive from the rest of Debian right now (this will change before too long).
