Debian can't charge for downloads even if they want to, for the simple reason that debian doesn't _own_ much of the equipment and bandwidth which has been made available to the debian project. Companies and other organizations like universities donate server space and bandwidth. Take a look at where the http.us.debian.org servers are sometime, to say nothing of all the international mirrors. Tracking who owes what would be a logistical nightmare and would soon relegate debian to the dustheap of obscurity.
