wget has --limit-rate, see man page[1] for details. Since you're on dialup, you may also consider looking into squid and adzapper. Use squid's offline mode to help keep as much as possible cached, sites can still display dynamic content if they're properly configured (ie, send expiration information for the content). Adzapper is a *really* slick filter for ad banners, this will save you bandwidth otherwise wasted on someone else trying to offload thier advertising costs on you. Seems to help against some popups, too. And if it doesn't change the popup to autoclose, you probably still won't waste bandwidth on the ad. I use squid in offline mode with adzapper on cable with two geek roommates and a similarly geeky 24-Hour Dave[2]. If we have to fall back to dialup for some reason, browsing still isn't too painful, since we're not using much (if any at times) outside bandwidth for sites we visit, none for ads. Anything else only wastes bandwidth the first time. We frequently spout URLs at each other when we find something interesting, four or five people often view the same page for the price of one.
