Basic principle of interface design:  if a complaint occurs because the user
didn't know what to do, it's almost always the designer's fault. 
Particularly if there are no affordances or other cues to give a hint.

If the conf file just said "Run <command here> to unmanage this file.  Run
<other command here> to reconfigure using debconf," then this entire thread
could have been avoided.  Along with all the irritation and inconvenience
for Debian users.
