There's the clue. This is most likely a broken router (dsl modem, or wireless router, or something) screwing with your MTU. I've had the same trouble at home since switching DSL providers; the new dsl modem wraps in PPPoE and is somehow f-ing with path-MTU-discovery. My workaround was to set my mtu to 1492 when at home, and it works. Your exact situation may be different, but with the same symptoms, this worked for me.
