Debian does something like this. See e.g. the packages for the various versions of Tcl/Tk, or the standard C++ library, or libdb. For Python a policy to allow multiple versions to coexist in a sane fashion was developed only recently, and not all packages have been updated to follow that policy, so occasionally problems like yours still occur.
