2 packages depends on each other

the following 2 packages depends on each other in Debian 2.1 and 2.2:

libstdc++2.9-dev
g++

i can't install them with "dpkg -i"
apt-get can do that?
when i "apt-get update" it seems that apt can't find "Packages" though i
check sources.list
