setting environment variables for apps in KDE

I have a non-KDE app (reportbug) that I launch from the KDE menu.  It
does not pick up my EDITOR setting in .bashrc.

Can anyone tell me where I should insert the setting of EDITOR so that
things launched from the menu pick it up?
